Narrative:
Air carrier X was in hold at FL370 over orf VORTAC. Air carrier Y was northbound at FL370. There was holding for jfk and lga at the time. Sector 59 called to tell us to spin an aircraft. Shortly after; conflict alert activated between air carrier X and air carrier Y. The r-side instructed both aircraft to turn. Both responded. They were reacting to RA's.

Title: ZDC RADAR ASSOCIATE DESCRIBED OPERROR AT FL370 WHEN RADAR CTLR FAILED TO RECOGNIZE DEVELOPING LOSS OF SEPARATION AND ISSUED TURNS AS ACFT REACTED TO TCASII RA.
Narrative: ACR X WAS IN HOLD AT FL370 OVER ORF VORTAC. ACR Y WAS NBOUND AT FL370. THERE WAS HOLDING FOR JFK AND LGA AT THE TIME. SECTOR 59 CALLED TO TELL US TO SPIN AN ACFT. SHORTLY AFTER; CONFLICT ALERT ACTIVATED BTWN ACR X AND ACR Y. THE R-SIDE INSTRUCTED BOTH ACFT TO TURN. BOTH RESPONDED. THEY WERE REACTING TO RA'S.
