Narrative:
I was doing the walkaround for the flight and noticed the fueler was fueling the aircraft without a ground wire between the truck and the aircraft. I asked the fueler if the procedures had been changed and he informed me the clip on the ground wire was broken on his truck. Therefore; he was not using the wire. Equipment failure and personnel failure. Callback conversation with reporter revleaed the following information: reporter stated that the fueler was really lackadaisical about the fueling procedure shortcoming after the notification of insufficient grounding. Reporter stated he believes his air carrier has a training problem because the operator did not realize the consequences of his action.

Title: ACFT REFUELING PERSONNEL DID NOT GROUND THE ACFT TO THE TRUCK BECAUSE THE FUELING TRUCK'S GROUNDING CLIP WAS BROKEN.
Narrative: I WAS DOING THE WALKAROUND FOR THE FLT AND NOTICED THE FUELER WAS FUELING THE ACFT WITHOUT A GROUND WIRE BETWEEN THE TRUCK AND THE ACFT. I ASKED THE FUELER IF THE PROCS HAD BEEN CHANGED AND HE INFORMED ME THE CLIP ON THE GROUND WIRE WAS BROKEN ON HIS TRUCK. THEREFORE; HE WAS NOT USING THE WIRE. EQUIPMENT FAILURE AND PERSONNEL FAILURE. CALLBACK CONVERSATION WITH RPTR REVLEAED THE FOLLOWING INFO: RPTR STATED THAT THE FUELER WAS REALLY LACKADAISICAL ABOUT THE FUELING PROC SHORTCOMING AFTER THE NOTIFICATION OF INSUFFICIENT GROUNDING. RPTR STATED HE BELIEVES HIS ACR HAS A TRAINING PROB BECAUSE THE OPERATOR DID NOT REALIZE THE CONSEQUENCES OF HIS ACTION.
