Narrative:
Ord ramp disconnected ground power before APU was online. Then radio contact was established and requested brakes off by tug driver; brakes were then off. Next I see tug respositioning unhooked from tow bar. No radio contact; I reset parking brake; tug hooks back up and radio contact reestablished. Driver told me we were training to reposition tug. I expressed my concern that the brakes were off and was told well the chocks were in place. Maybe a lot more training is really needed.
