Narrative:
This report details a runway incursion that occurred on aug/sun/05 at approximately XA43Z. I was working ground control and was also controller in charge. On local was a 'tower rated only' controller. Traffic was busy; but not difficult. I had taxied several aircraft to runway 1R (runway 1's were in use). Aircraft X called for taxi and I inadvertently taxied him to runway 19L; opposite direction; which he read back. I did not catch my error. Subsequently; aircraft X called tower ready for departure on runway 19L. The tower controller told aircraft X to hold short. Tower continued to work his arrs and departures on the active runways; not realizing that aircraft X was at the wrong runway. When the tower was ready to issue departure clearance to aircraft X; he told him 'runway 1R; position and hold.' aircraft X taxied onto runway 19L to hold. At that time a cessna was on takeoff roll on runway 1R. When tower saw aircraft X taxiing onto runway 19L; he attempted to have the cessna abort his takeoff to no avail. Both aircraft were on the runway at the same time; nose-to-nose. The cessna (I don't recall the call sign) overflew aircraft X. Causes: I taxied aircraft to wrong runway by mistake. Tower didn't locate his aircraft before giving him clearance on the runway. Thus; an error/incursion occurred.

Title: FAI GND AND LCL CTLRS FAIL TO REALIZE ACFT WAS INSTRUCTED TO TAXI TO WRONG RWY RESULTING IN DEP OVERFLYING ACFT IN POS AT OPPOSITE END OF RWY.
Narrative: THIS RPT DETAILS A RWY INCURSION THAT OCCURRED ON AUG/SUN/05 AT APPROX XA43Z. I WAS WORKING GND CTL AND WAS ALSO CIC. ON LCL WAS A 'TWR RATED ONLY' CTLR. TFC WAS BUSY; BUT NOT DIFFICULT.
