Narrative:

Wind was from the southeast (approximately 160 degrees/10 KTS) at ukt. I announced on CTAF that I was taxiing onto runway 11 for departure. After taxiing onto runway 11 and starting takeoff roll; a C182 announced on CTAF that he was taking runway 29 for departure. I immediately told him to hold his position as I had already started my takeoff roll on runway 11. He did not respond and continued to taxi onto runway 29; at which point I immediately aborted my takeoff. As I came to a stop; I noticed that he was starting his takeoff roll. I made an immediate 180 degree turn on the runway and exited at the nearest taxiway; which was behind me. I taxied clear of the runway and made a 10 degree turn to face the runway. As I turned around; I could see that he was airborne. He passed approximately 100 ft above me and approximately 50 ft away from me laterally. I queried him on the CTAF if he had seen me or heard my radio xmissions. His response was that he had not. When I informed him that he had created a conflict; he seemed indignant; as though he had not done anything wrong. I also informed him that taking off downwind was not a safe procedure. His response was that it was his prerogative as the PIC to take off downwind. I feel that the PIC of the C182 was acting in a careless manner. He either was not listening to the CTAF or chose to disregard the fact that another aircraft had already begun a takeoff in the opposite direction. I also believe that by choosing to take off downwind; he created a potential collision conflict by opposing the prevailing flow of airport traffic.

Title: PLT OF AA5 HAS TO ABORT TKOF AND EXIT RWY AT UKT WHEN C182 TAKES OFF OPPOSITE DIRECTION DESPITE ANNOUNCEMENT ON CTAF.

Narrative: WIND WAS FROM THE SE (APPROX 160 DEGS/10 KTS) AT UKT. I ANNOUNCED ON CTAF THAT I WAS TAXIING ONTO RWY 11 FOR DEP. AFTER TAXIING ONTO RWY 11 AND STARTING TKOF ROLL; A C182 ANNOUNCED ON CTAF THAT HE WAS TAKING RWY 29 FOR DEP. I IMMEDIATELY TOLD HIM TO HOLD HIS POS AS I HAD ALREADY STARTED MY TKOF ROLL ON RWY 11. HE DID NOT RESPOND AND CONTINUED TO TAXI ONTO RWY 29; AT WHICH POINT I IMMEDIATELY ABORTED MY TKOF. AS I CAME TO A STOP; I NOTICED THAT HE WAS STARTING HIS TKOF ROLL. I MADE AN IMMEDIATE 180 DEG TURN ON THE RWY AND EXITED AT THE NEAREST TXWY; WHICH WAS BEHIND ME. I TAXIED CLR OF THE RWY AND MADE A 10 DEG TURN TO FACE THE RWY. AS I TURNED AROUND; I COULD SEE THAT HE WAS AIRBORNE. HE PASSED APPROX 100 FT ABOVE ME AND APPROX 50 FT AWAY FROM ME LATERALLY. I QUERIED HIM ON THE CTAF IF HE HAD SEEN ME OR HEARD MY RADIO XMISSIONS. HIS RESPONSE WAS THAT HE HAD NOT. WHEN I INFORMED HIM THAT HE HAD CREATED A CONFLICT; HE SEEMED INDIGNANT; AS THOUGH HE HAD NOT DONE ANYTHING WRONG. I ALSO INFORMED HIM THAT TAKING OFF DOWNWIND WAS NOT A SAFE PROC. HIS RESPONSE WAS THAT IT WAS HIS PREROGATIVE AS THE PIC TO TAKE OFF DOWNWIND. I FEEL THAT THE PIC OF THE C182 WAS ACTING IN A CARELESS MANNER. HE EITHER WAS NOT LISTENING TO THE CTAF OR CHOSE TO DISREGARD THE FACT THAT ANOTHER ACFT HAD ALREADY BEGUN A TKOF IN THE OPPOSITE DIRECTION. I ALSO BELIEVE THAT BY CHOOSING TO TAKE OFF DOWNWIND; HE CREATED A POTENTIAL COLLISION CONFLICT BY OPPOSING THE PREVAILING FLOW OF ARPT TFC.
