Narrative:
I was returning home in a J-3 cub approaching from the north. Approximately 7 mi out; I noticed a glare off a windshield at the airport. As I got closer to the airport; the glare didn't appear to move or change. Approaching from the north; I could then see that it was an airplane that was on the south end of the runway and facing north. I stayed a little high and flew an upwind pattern slightly west of the runway. Many things went through my head: is someone hurt? Does the plane have a problem? Did they hit a dog; deer; or some other type of wildlife? Are they taking pictures of the plane? Are they going to hop back in and take off? Did they see me? Do they know that I want to land? Should I use the radio and let them know that I'm here? (No; the plane is shut down so they wouldn't hear me -- I'll just buzz around again.) I made a complete pattern and on the second pass to the field; came over around 25-30 ft above the ground. The pilot and passenger were still lying on the ground and the aircraft was still parked in the middle of the runway (approximately 150-200 ft north of the cones marking the displaced threshold). I still had plenty of room to land; and there was no danger of the plane taking off since there was no one inside of it and it was not running. So; I decided to land to the south; into the wind even though the citabria would be facing me on the runway. In the event that it was needed; there was enough room in the aircraft parking area to the west of the south approach end where I could land and/or get out of their way. I landed to the south on the first 200 ft (or so) of the runway. I immediately slowed to the point where I could turn and look down the runway. The citabria had been started and moved outside of the displaced threshold cones on the runway; facing south. Having decided that this group was just not getting the safety aspect of flying; I was going to have a few words with them. So; I fast-taxied the remaining 2800 ft of the runway. The citabria moved to the side and was still running. Determined that they were not going to leave without hearing from me about their unsafe practices; I didn't want them to have the ability to taxi around and leave; so the plan was to taxi up to them; get very close; shut down; and ask what they were doing. The plan was going well except that I misjudged the stopping distance by a few inches. My right wingtip bow bumped along on their right wingtip bow leaving a scrape mark approximately 3 inches long and 1/2 inch wide on their aircraft wingtip. Now; I was even madder but realized my credibility had gone down the tubes with the bumping of aircraft; but I still had to make my point. Why didn't they park with tail off the runway or outside of the cones? I could have understood and rationalized that.

Title: J-3 PLT MADE LOW PASSES OVER A NON TWRED FIELD IN AN ATTEMPT TO GET THE PLTS OF A CH7A TO MOVE THEIR ACFT OFF THE RWY. J-3 PLT LANDED; AND WITH THE INTENT OF ADDRESSING THE CH7A PLTS ABOUT PARKING ON THE RWY; APCHED TOO FAST RESULTING IN MINOR WINGTIP CONTACT WITH THE OTHER ACFT.
Narrative: I WAS RETURNING HOME IN A J-3 CUB APCHING FROM THE N. APPROX 7 MI OUT; I NOTICED A GLARE OFF A WINDSHIELD AT THE ARPT. AS I GOT CLOSER TO THE ARPT; THE GLARE DIDN'T APPEAR TO MOVE OR CHANGE. APCHING FROM THE N; I COULD THEN SEE THAT IT WAS AN AIRPLANE THAT WAS ON THE S END OF THE RWY AND FACING N. I STAYED A LITTLE HIGH AND FLEW AN UPWIND PATTERN SLIGHTLY W OF THE RWY. MANY THINGS WENT THROUGH MY HEAD: IS SOMEONE HURT? DOES THE PLANE HAVE A PROB? DID THEY HIT A DOG; DEER; OR SOME OTHER TYPE OF WILDLIFE? ARE THEY TAKING PICTURES OF THE PLANE? ARE THEY GOING TO HOP BACK IN AND TAKE OFF? DID THEY SEE ME? DO THEY KNOW THAT I WANT TO LAND? SHOULD I USE THE RADIO AND LET THEM KNOW THAT I'M HERE? (NO; THE PLANE IS SHUT DOWN SO THEY WOULDN'T HEAR ME -- I'LL JUST BUZZ AROUND AGAIN.) I MADE A COMPLETE PATTERN AND ON THE SECOND PASS TO THE FIELD; CAME OVER AROUND 25-30 FT ABOVE THE GND. THE PLT AND PAX WERE STILL LYING ON THE GND AND THE ACFT WAS STILL PARKED IN THE MIDDLE OF THE RWY (APPROX 150-200 FT N OF THE CONES MARKING THE DISPLACED THRESHOLD). I STILL HAD PLENTY OF ROOM TO LAND; AND THERE WAS NO DANGER OF THE PLANE TAKING OFF SINCE THERE WAS NO ONE INSIDE OF IT AND IT WAS NOT RUNNING. SO; I DECIDED TO LAND TO THE S; INTO THE WIND EVEN THOUGH THE CITABRIA WOULD BE FACING ME ON THE RWY. IN THE EVENT THAT IT WAS NEEDED; THERE WAS ENOUGH ROOM IN THE ACFT PARKING AREA TO THE W OF THE S APCH END WHERE I COULD LAND AND/OR GET OUT OF THEIR WAY. I LANDED TO THE S ON THE FIRST 200 FT (OR SO) OF THE RWY. I IMMEDIATELY SLOWED TO THE POINT WHERE I COULD TURN AND LOOK DOWN THE RWY. THE CITABRIA HAD BEEN STARTED AND MOVED OUTSIDE OF THE DISPLACED THRESHOLD CONES ON THE RWY; FACING S. HAVING DECIDED THAT THIS GROUP WAS JUST NOT GETTING THE SAFETY ASPECT OF FLYING; I WAS GOING TO HAVE A FEW WORDS WITH THEM. SO; I FAST-TAXIED THE REMAINING 2800 FT OF THE RWY. THE CITABRIA MOVED TO THE SIDE AND WAS STILL RUNNING. DETERMINED THAT THEY WERE NOT GOING TO LEAVE WITHOUT HEARING FROM ME ABOUT THEIR UNSAFE PRACTICES; I DIDN'T WANT THEM TO HAVE THE ABILITY TO TAXI AROUND AND LEAVE; SO THE PLAN WAS TO TAXI UP TO THEM; GET VERY CLOSE; SHUT DOWN; AND ASK WHAT THEY WERE DOING.
