Narrative:

After landing at lud; taxied to the gas pump. Filled up with gas. Taxied out of gas pump area headed south. A twin beech was parked on ramp off to my left wingtip. Proceeded to taxi southeast; left turn; on sloping downhill ramp. My aircraft tailwheel unlocked normal keeping my aircraft in a left turn. Now in this mode you only have left to right brake control. Tried to stop left turn with my right brake. The brake failed to work; striking twin beech in the rudder with my right wingtip. The cause of the incident was mechanical; compounded by the slope of the ramp; and not having good access to the taxiway from the gas pump.

Narrative: AFTER LNDG AT LUD; TAXIED TO THE GAS PUMP. FILLED UP WITH GAS. TAXIED OUT OF GAS PUMP AREA HEADED S. A TWIN BEECH WAS PARKED ON RAMP OFF TO MY L WINGTIP. PROCEEDED TO TAXI SE; L TURN; ON SLOPING DOWNHILL RAMP. MY ACFT TAILWHEEL UNLOCKED NORMAL KEEPING MY ACFT IN A L TURN. NOW IN THIS MODE YOU ONLY HAVE L TO R BRAKE CTL. TRIED TO STOP L TURN WITH MY R BRAKE. THE BRAKE FAILED TO WORK; STRIKING TWIN BEECH IN THE RUDDER WITH MY R WINGTIP. THE CAUSE OF THE INCIDENT WAS MECHANICAL; COMPOUNDED BY THE SLOPE OF THE RAMP; AND NOT HAVING GOOD ACCESS TO THE TXWY FROM THE GAS PUMP.
