Narrative:

Departed day oct/sun/05 XA08; after receiving flight briefing and filing flight plan through comrdo and wsi. At XB50 received opf ATIS for arrival. Copied ATIS; winds at 040 degrees at 9 KTS; 10 mi visibility clear; runway 9L/27R in use; clearance/ground frequency 121.9; note no reference to any NOTAMS. Oct/sun/05 approximately XC21; night; IFR flight plan. Vectored to final ILS runway 9L/27R opf by ZMA. North of the field at 4000 ft; we advised approach we did not have the runway and requested ILS to runway 9L/27R; he then turned us west for vectors to runway 9L ILS. We were turned onto the approach and then cleared for the runway 9L ILS. We were advised by ZMA to cancel flight plan through this frequency 128.6 or on the ground. All approach lights; runway lights; VASI-left lights and localizer/GS were operational at the time of the approach. We broadcast on 120.7 of our position and intent. We landed and turned off at the end and canceled IFR with a patch through to an airborne aircraft to ATC. Checked in at the FBO when we noticed a stack of noise abatement arrival/departure procedures laying on a desk behind the counter. When asked for one; we were also given a copy of a page from the air guide of airport NOTAMS with runway 9L/27R closure details. Oct/mon/05; I contacted day FSS -- no NOTAMS; cmh FSDO; no NOTAMS for runway 9L/27R at opf. I called the tower at opf and was told yes; it is closed XA00-XK00 daily; but that is a county NOTAM and they (the tower) don't have anything to do with them and to contact the county office. I called the county office and was told that it (the closure of runway 9L/27R) is old -- maybe 2 yrs old -- and everyone there knows about it. I asked where I could obtain a copy of the NOTAMS and was told that it is a renewable one and it's in 'that airport book; you know; the one that covers our airport.' summary: why didn't FSS; comrdo; wsi; FSDO have the NOTAM of runway 9L/27R closure? Why was it not on the arrival ATIS? Why didn't ZMA inform us of NOTAM? Why did the county not renew the NOTAM?

CHKED IN AT THE FBO WHEN WE NOTICED A STACK OF NOISE ABATEMENT ARR/DEP PROCS LAYING ON A DESK BEHIND THE COUNTER. WHEN ASKED FOR ONE; WE WERE ALSO GIVEN A COPY OF A PAGE FROM THE AIR GUIDE OF ARPT NOTAMS WITH RWY 9L/27R CLOSURE DETAILS. OCT/MON/05; I CONTACTED DAY FSS -- NO NOTAMS; CMH FSDO; NO NOTAMS FOR RWY 9L/27R AT OPF. I CALLED THE TWR AT OPF AND WAS TOLD YES; IT IS CLOSED XA00-XK00 DAILY; BUT THAT IS A COUNTY NOTAM AND THEY (THE TWR) DON'T HAVE ANYTHING TO DO WITH THEM AND TO CONTACT THE COUNTY OFFICE. I CALLED THE COUNTY OFFICE AND WAS TOLD THAT IT (THE CLOSURE OF RWY 9L/27R) IS OLD -- MAYBE 2 YRS OLD -- AND EVERYONE THERE KNOWS ABOUT IT. I ASKED WHERE I COULD OBTAIN A COPY OF THE NOTAMS AND WAS TOLD THAT IT IS A RENEWABLE ONE AND IT'S IN 'THAT ARPT BOOK; YOU KNOW; THE ONE THAT COVERS OUR ARPT.' SUMMARY: WHY DIDN'T FSS; COMRDO; WSI; FSDO HAVE THE NOTAM OF RWY 9L/27R CLOSURE? WHY WAS IT NOT ON THE ARR ATIS? WHY DIDN'T ZMA INFORM US OF NOTAM? WHY DID THE COUNTY NOT RENEW THE NOTAM?
