Narrative:
Numerous aircraft; complex traffic. Air carrier X at FL350 for hpn merging with air carrier Z from area vii at FL350. Area vii handed air carrier X earlier and called to let us know what we had already determined; that the 2 aircraft were merging. We had a syr lander under air carrier X that had to leave FL330 before he could start down. Overlooked air carrier Y in scan of the data blocks and radar controller started air carrier X down. Immediately was told by relieved controller about air carrier Y and corrective action was taken right away. No chance for it to work in time. It was too short of time span.

Title: ZOB ASSOCIATE CTLR DESCRIBED OPERROR DURING POS RELIEF PERIOD WHEN CTLR ASSUMING POS FAILED TO SEE TFC PRIOR TO DSCNT ISSUANCE.
Narrative: NUMEROUS ACFT; COMPLEX TFC. ACR X AT FL350 FOR HPN MERGING WITH ACR Z FROM AREA VII AT FL350. AREA VII HANDED ACR X EARLIER AND CALLED TO LET US KNOW WHAT WE HAD ALREADY DETERMINED; THAT THE 2 ACFT WERE MERGING. WE HAD A SYR LANDER UNDER ACR X THAT HAD TO LEAVE FL330 BEFORE HE COULD START DOWN. OVERLOOKED ACR Y IN SCAN OF THE DATA BLOCKS AND RADAR CTLR STARTED ACR X DOWN. IMMEDIATELY WAS TOLD BY RELIEVED CTLR ABOUT ACR Y AND CORRECTIVE ACTION WAS TAKEN RIGHT AWAY. NO CHANCE FOR IT TO WORK IN TIME. IT WAS TOO SHORT OF TIME SPAN.
