Narrative:
Upon arriving to the aircraft; the captain pulled out the MEL book to check the procedural requirement for confirming cargo door closure. A mechanic had been on board for various reasons including addressing the MEL issue. Right before push; the captain asked the ramp to confirm the forward cargo door was closed and locked. The ramp confirmed the door was closed and locked. The MEL gave us the indication that ramp personnel (operations) could do the verification. We later found that there was some conflicting information about this and we feel that maintenance probably should have done the inspection. The captain put a notation on the log page stating that the door was confirmed locked. Supplemental information from acn 675954: that was when I discovered that maintenance never finished his logbook write-up.

Title: FLT CREW OF A320 SUSPECT THEY DID NOT ACCURATELY FULFILL REQUIREMENTS OF MEL ITEM ASSURING CARGO DOOR CLOSURE. DEPARTED WITH OPEN LOG ITEM.
Narrative: UPON ARRIVING TO THE ACFT; THE CAPT PULLED OUT THE MEL BOOK TO CHK THE PROCEDURAL REQUIREMENT FOR CONFIRMING CARGO DOOR CLOSURE. A MECH HAD BEEN ON BOARD FOR VARIOUS REASONS INCLUDING ADDRESSING THE MEL ISSUE. RIGHT BEFORE PUSH; THE CAPT ASKED THE RAMP TO CONFIRM THE FORWARD CARGO DOOR WAS CLOSED AND LOCKED. THE RAMP CONFIRMED THE DOOR WAS CLOSED AND LOCKED. THE MEL GAVE US THE INDICATION THAT RAMP PERSONNEL (OPS) COULD DO THE VERIFICATION. WE LATER FOUND THAT THERE WAS SOME CONFLICTING INFO ABOUT THIS AND WE FEEL THAT MAINT PROBABLY SHOULD HAVE DONE THE INSPECTION. THE CAPT PUT A NOTATION ON THE LOG PAGE STATING THAT THE DOOR WAS CONFIRMED LOCKED. SUPPLEMENTAL INFO FROM ACN 675954: THAT WAS WHEN I DISCOVERED THAT MAINT NEVER FINISHED HIS LOGBOOK WRITE-UP.
