Narrative:
I was working parallel finals. Moderate traffic. I requested are (arrival east) to switch aircraft X west or 3 times. Aircraft was base leg at 4000 ft (as per new operating procedure). Are told me twice he was not working aircraft. I tried to get in contact with aircraft X twice. Third time I asked are to switch aircraft X. He told me that he did not have the position (I thought he did). I finally got aircraft X and descended him to 3000 ft on base leg. Aircraft Y was on downwind descending to 3000 ft. I realized they may be close and told aircraft Y to 'turn now heading 300 degrees' to try to maintain separation. After I got that worked out and slowed down a little; I advised supervisor I may have had 2 aircraft get too close. This was my first opportunity to work with new procedure; as was departure controller's first time with new procedure. This new procedure seems to be a means to appease terminal boss for eastern service area. My opinion is; if it was not broke; don't fix it. We also have several controllers as of the beginning of the week that have yet to be briefed on 2 new procedures. I have yet to be briefed on one of the new procedures myself.

Title: MEM TRACON CTLR EXPERIENCED OPERROR AT 3000 FT WHEN NORDO TFC ON BASE CONFLICTED WITH DOWNWIND TFC.
Narrative: I WAS WORKING PARALLEL FINALS. MODERATE TFC. I REQUESTED ARE (ARR EAST) TO SWITCH ACFT X W OR 3 TIMES. ACFT WAS BASE LEG AT 4000 FT (AS PER NEW OPERATING PROC). ARE TOLD ME TWICE HE WAS NOT WORKING ACFT. I TRIED TO GET IN CONTACT WITH ACFT X TWICE. THIRD TIME I ASKED ARE TO SWITCH ACFT X. HE TOLD ME THAT HE DID NOT HAVE THE POS (I THOUGHT HE DID). I FINALLY GOT ACFT X AND DSNDED HIM TO 3000 FT ON BASE LEG. ACFT Y WAS ON DOWNWIND DSNDING TO 3000 FT. I REALIZED THEY MAY BE CLOSE AND TOLD ACFT Y TO 'TURN NOW HDG 300 DEGS' TO TRY TO MAINTAIN SEPARATION. AFTER I GOT THAT WORKED OUT AND SLOWED DOWN A LITTLE; I ADVISED SUPVR I MAY HAVE HAD 2 ACFT GET TOO CLOSE.
