Narrative:
C12 was cleared for visual approach to runway 19R and instructed to 'begin his base' and contact the tower. PA28 was asked to report the C12 in sight; which he did. The PA28 was instructed to maintain visual separation with C12 and that the C12 was landing runway 19R and that he was to make a straight-in for runway 19L. The PA28 was then instructed to contact the tower. I then observed the C12 still on the downwind for runway 19R. I instructed the overhead controller to call the tower and get him turned into the runway. In the meantime; the PA28 had already turned into runway 19L and went under the C12 that was now still on the downwind. Vertical separation was observed but not ensured by what the C12 did. In the future; I will issue a heading to fly before stating the approach clearance to prevent this type of situation in the future.

Title: L30 CTLR DESCRIBED CONFLICT WITH 2 ACFT ON PARALLEL RWY APCHS WHEN ONE ACFT EXTENDED DOWNWIND FURTHER THAN EXPECTED.
Narrative: C12 WAS CLRED FOR VISUAL APCH TO RWY 19R AND INSTRUCTED TO 'BEGIN HIS BASE' AND CONTACT THE TWR. PA28 WAS ASKED TO RPT THE C12 IN SIGHT; WHICH HE DID. THE PA28 WAS INSTRUCTED TO MAINTAIN VISUAL SEPARATION WITH C12 AND THAT THE C12 WAS LNDG RWY 19R AND THAT HE WAS TO MAKE A STRAIGHT-IN FOR RWY 19L. THE PA28 WAS THEN INSTRUCTED TO CONTACT THE TWR. I THEN OBSERVED THE C12 STILL ON THE DOWNWIND FOR RWY 19R. I INSTRUCTED THE OVERHEAD CTLR TO CALL THE TWR AND GET HIM TURNED INTO THE RWY. IN THE MEANTIME; THE PA28 HAD ALREADY TURNED INTO RWY 19L AND WENT UNDER THE C12 THAT WAS NOW STILL ON THE DOWNWIND. VERT SEPARATION WAS OBSERVED BUT NOT ENSURED BY WHAT THE C12 DID. IN THE FUTURE; I WILL ISSUE A HDG TO FLY BEFORE STATING THE APCH CLRNC TO PREVENT THIS TYPE OF SITUATION IN THE FUTURE.
