Narrative:

During a position relief briefing; controller #1 issued hold short instructions to aircraft #1 who had landed runway 31L. Aircraft #2 was short final for runway 31R. After assuming the local control #1 position; it was noticed that aircraft #1 had crossed the runway. Upon review; it was found that controller #1 had missed an incorrect readback and aircraft #1 had stated his intentions to cross runway 31R. Controller receiving the briefing was not aware that the readback had not been given correctly. I believe that the cause of the runway crossing was due to the distraction of issuing a relief briefing. Possible corrective action: critical instructions needing readback verification not be given during relief briefings.

Title: RHV CTLR DESCRIBED POS RELIEF BRIEFING WHEN READBACK WAS MISSED AND LNDG ACFT CROSSED PARALLEL RWY.

Narrative: DURING A POS RELIEF BRIEFING; CTLR #1 ISSUED HOLD SHORT INSTRUCTIONS TO ACFT #1 WHO HAD LANDED RWY 31L. ACFT #2 WAS SHORT FINAL FOR RWY 31R. AFTER ASSUMING THE LCL CTL #1 POS; IT WAS NOTICED THAT ACFT #1 HAD CROSSED THE RWY. UPON REVIEW; IT WAS FOUND THAT CTLR #1 HAD MISSED AN INCORRECT READBACK AND ACFT #1 HAD STATED HIS INTENTIONS TO CROSS RWY 31R. CTLR RECEIVING THE BRIEFING WAS NOT AWARE THAT THE READBACK HAD NOT BEEN GIVEN CORRECTLY. I BELIEVE THAT THE CAUSE OF THE RWY XING WAS DUE TO THE DISTR OF ISSUING A RELIEF BRIEFING. POSSIBLE CORRECTIVE ACTION: CRITICAL INSTRUCTIONS NEEDING READBACK VERIFICATION NOT BE GIVEN DURING RELIEF BRIEFINGS.
