Narrative:
During phase 1 and 2 of inspection; maintenance discovered that over wing emergency exit had been rendered unusable during installation of new interior in april 2005. Function check of this exit is not part of preflight. Had emergency required use of this exit; fatalities would have resulted. I am appalled at this situation! Next time I will check exit personally. Callback conversation with reporter revealed the following information: the reporter stated that when maintenance advised the flight crews operating this airplane of the emergency exit door not being able to be opened due to the new interior sidewall panel interference; it was very disturbing. The reporter indicated this airplane had been operated since april of 2005 in this unsafe condition. A hammer and chisel were required to cut the sidewall honeycomb panel interference. The reporter added there was a lack of oversight at the contract facility that installed the new interior and their own maintenance for not inspecting the over wing emergency exit after delivery.

Title: DURING INSPECTION OF A BE200; IT WAS DISCOVERED THE R OVER WING EMER EXIT COULD NOT BE OPENED BECAUSE OF AN OVERLAPPED NEW INTERIOR SIDEWALL.
Narrative: DURING PHASE 1 AND 2 OF INSPECTION; MAINT DISCOVERED THAT OVER WING EMER EXIT HAD BEEN RENDERED UNUSABLE DURING INSTALLATION OF NEW INTERIOR IN APRIL 2005. FUNCTION CHK OF THIS EXIT IS NOT PART OF PREFLT. HAD EMER REQUIRED USE OF THIS EXIT; FATALITIES WOULD HAVE RESULTED. I AM APPALLED AT THIS SIT! NEXT TIME I WILL CHK EXIT PERSONALLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT WHEN MAINT ADVISED THE FLT CREWS OPERATING THIS AIRPLANE OF THE EMER EXIT DOOR NOT BEING ABLE TO BE OPENED DUE TO THE NEW INTERIOR SIDEWALL PANEL INTERFERENCE; IT WAS VERY DISTURBING. THE RPTR INDICATED THIS AIRPLANE HAD BEEN OPERATED SINCE APRIL OF 2005 IN THIS UNSAFE CONDITION. A HAMMER AND CHISEL WERE REQUIRED TO CUT THE SIDEWALL HONEYCOMB PANEL INTERFERENCE.
