Narrative:
Cleared to land approximately 8 miles from runway. Going through about 1000 ft captain and I began a discussion about what appeared to be unusual lights on runway. At about 500 ft; captain (PF) keyed microphone and confirmed landing clearance. Very shortly after that; the landing lights illuminated the threshold and we saw an aircraft on the runway. We immediately initiated a go around. ATC issued go around instructions almost simultaneously. We passed approximately 400 ft over aircraft.
