Narrative:
An E145 was on a visual approach to cross the field and circle to land on runway 29. Before I could establish communications with this aircraft; it began to descend toward the B737 and on the ILS approach to runway 4R. I tried to get the previous controller to switch the aircraft and by the time I spoke with it; the 2 planes were 1 1/2 mi apart. I reported the loss of separation to the controller in charge.

Title: EWR CTLR EXPERIENCED CONFLICT AS TFC OVERFLYING ARPT FOR RWY 29 BEGINS DSCNT AND CONFLICTS WITH B737 ON FINAL FOR RWY 4R.
Narrative: AN E145 WAS ON A VISUAL APCH TO CROSS THE FIELD AND CIRCLE TO LAND ON RWY 29. BEFORE I COULD ESTABLISH COMS WITH THIS ACFT; IT BEGAN TO DSND TOWARD THE B737 AND ON THE ILS APCH TO RWY 4R.
