Narrative:
On nov/sun/05 while technician Y was changing the crew oxygen bottle (for time); he noticed the radio rack fan was intermittent. Then technician Y notified me. I told technician Y to start the deferred item on the fan. Technician Y was on the line truck doing the paperwork. I grabbed the circuit breaker collars and ran back to the cockpit to pull and collar breakers. I came down off the aircraft X and told technician Y I pulled and collared circuit breakers. I pulled and collared the 3 phase circuit breaker for the radio rack fan. I should have collared the radio rack cooling valve circuit breaker instead.

Title: A DC8 INCURRED A FLT DELAY WHILE ACCOMPLISHING MEL SPECIAL PROCS FOR THE RADIO RACK COOLING FAN DEFERRED INOP.
Narrative: ON NOV/SUN/05 WHILE TECHNICIAN Y WAS CHANGING THE CREW OXYGEN BOTTLE (FOR TIME); HE NOTICED THE RADIO RACK FAN WAS INTERMITTENT. THEN TECHNICIAN Y NOTIFIED ME.
