Narrative:

This situation arose because one of the aircraft involved was in the high altitude stratum and there was no attempt made to make the low altitude stratum aware of the C560. While this situation was starting to arise; the controllers were coordinating with all approach control about a separate aircraft that had gone NORDO and was not going to be able to make their crossing. Along with that; there was another potential traffic situation that was being coordination with a separate sector. This problem an be solved in the future by all stratums making sure that all sectors are aware of each other's traffic. This can be accomplished with a pvd and a verbal pointout.

Title: ZID CTLR EXPERIENCED OPERROR AT FL240 WHEN INTRAFAC COORD EFFORTS FAILED.

Narrative: THIS SITUATION AROSE BECAUSE ONE OF THE ACFT INVOLVED WAS IN THE HIGH ALT STRATUM AND THERE WAS NO ATTEMPT MADE TO MAKE THE LOW ALT STRATUM AWARE OF THE C560. WHILE THIS SITUATION WAS STARTING TO ARISE; THE CTLRS WERE COORDINATING WITH ALL APCH CTL ABOUT A SEPARATE ACFT THAT HAD GONE NORDO AND WAS NOT GOING TO BE ABLE TO MAKE THEIR XING. ALONG WITH THAT; THERE WAS ANOTHER POTENTIAL TFC SITUATION THAT WAS BEING COORD WITH A SEPARATE SECTOR. THIS PROB AN BE SOLVED IN THE FUTURE BY ALL STRATUMS MAKING SURE THAT ALL SECTORS ARE AWARE OF EACH OTHER'S TFC. THIS CAN BE ACCOMPLISHED WITH A PVD AND A VERBAL POINTOUT.
