Narrative:

Numerous aircraft have departed mem airport on the mem 7 departure and checked in on the wrong departure frequency. The following are examples: air carrier X; air carrier Y; and air carrier Z received their clearance through pre departure clearance. Air carrier west received their clearance from clearance delivery; but clearance delivery is not required to issue initial climb-to altitude and departure frequency if the aircraft is assigned the mem 7 departure. This has happened a lot since the mem 7 was instituted. In one instance; this situation was a contributing factor in an operational error. I think the mem 7 departure needs to be reviewed and then clarified so pilots are more easily able to find the correct frequencys.

Title: MEM APCH CTLR EXPRESSED CONCERN REGARDING NUMEROUS FREQ ERRORS BY ACT DEPS ON THE MEM 7 DEP PROC.

Narrative: NUMEROUS ACFT HAVE DEPARTED MEM ARPT ON THE MEM 7 DEP AND CHKED IN ON THE WRONG DEP FREQ. THE FOLLOWING ARE EXAMPLES: ACR X; ACR Y; AND ACR Z RECEIVED THEIR CLRNC THROUGH PDC. ACR W RECEIVED THEIR CLRNC FROM CLRNC DELIVERY; BUT CLRNC DELIVERY IS NOT REQUIRED TO ISSUE INITIAL CLB-TO ALT AND DEP FREQ IF THE ACFT IS ASSIGNED THE MEM 7 DEP. THIS HAS HAPPENED A LOT SINCE THE MEM 7 WAS INSTITUTED. IN ONE INSTANCE; THIS SITUATION WAS A CONTRIBUTING FACTOR IN AN OPERROR. I THINK THE MEM 7 DEP NEEDS TO BE REVIEWED AND THEN CLARIFIED SO PLTS ARE MORE EASILY ABLE TO FIND THE CORRECT FREQS.
