Narrative:
Flight from ZZZ1 to ZZZ2. Departed ZZZ1. ZZZ2 700 ft overcast (tops reported 3500 ft MSL; 2500 ft AGL). Forecast of approximately 1000 ft overcast at ZZZ2. After climbing out of ZZZ1 (no ice/above freezing) uneventful flight. Nearing ZZZ2 WX 500 ft overcast then 300 ft overcast (1 1/4 mi visibility in mist). Temperature 45 degrees F at 4000 ft and -1 degree C at surface. Started descent from 4000 ft 9 mi out on localizer. Moderate clear ice encountered at about 3000 ft. At 2200 ft; I listened to ASOS and report said 100 ft overcast; 1/2 mi visibility in freezing drizzle. Went missed to get warm on top. Could not climb past 3400 ft due to clear ice. Declared an emergency; came around; intercepted localizer 3 mi out; descended and landed uneventfully. About 1 inch of jagged clear ice on aircraft. Ice happened fast.

Narrative: FLT FROM ZZZ1 TO ZZZ2. DEPARTED ZZZ1. ZZZ2 700 FT OVCST (TOPS RPTED 3500 FT MSL; 2500 FT AGL). FORECAST OF APPROX 1000 FT OVCST AT ZZZ2. AFTER CLBING OUT OF ZZZ1 (NO ICE/ABOVE FREEZING) UNEVENTFUL FLT. NEARING ZZZ2 WX 500 FT OVCST THEN 300 FT OVCST (1 1/4 MI VISIBILITY IN MIST). TEMP 45 DEGS F AT 4000 FT AND -1 DEG C AT SURFACE.
