Narrative:
Called operations to change departure time for cyyc airport due to forecast below legal landing minimums. I also asked for a B737-300 for more holding options; operations did not change the aircraft. I talked with operations WX to have their option on WX and they felt the terminal area forecast was a good forecast and did not want to change it based on conditions. (Backed up departure time to be legal.) the amended terminal area forecast for cyyc airport was for 1/4 SM visibility freezing fog for the time frame. I talked with the captain and he agreed he did not want to depart based on the WX and limited holding fuel based on off-line airports or no holding fuel with on-line airports. I called operations and told them we could not depart. The station called the cyyc airport tower and operations and wanted them to change the forecast. Operations did not like the fact I said we would not be able to depart legally based on the conditions. The captain was in agreement.

Title: A B737-500 DISPATCHER AND CREW FELT PRESSURED BY LCL ACR OPS TO DEPART FOR DEST ARPT WITH BELOW MINIMUM WX. CREW REFUSED.
Narrative: CALLED OPS TO CHANGE DEP TIME FOR CYYC ARPT DUE TO FORECAST BELOW LEGAL LNDG MINIMUMS. I ALSO ASKED FOR A B737-300 FOR MORE HOLDING OPTIONS; OPS DID NOT CHANGE THE ACFT. I TALKED WITH OPS WX TO HAVE THEIR OPTION ON WX AND THEY FELT THE TERMINAL AREA FORECAST WAS A GOOD FORECAST AND DID NOT WANT TO CHANGE IT BASED ON CONDITIONS. (BACKED UP DEP TIME TO BE LEGAL.)
