Narrative:
First officer was working a routine flight; visual approach; and landing to runway 22 in elp. Just into the roll; I glanced down the runway and saw a small plane located between the centerline and the left side line. I was far enough down the runway I had time to say 'get this thing stopped there's a plane on the runway.' first officer greatly increased our braking effort. The plane was an all white C172 and was not visible down the final. He was at taxiway M. As we approached taxiway M; we were at taxi speed and he had cleared the runway. We taxied to the gate. Our plan was to coast to a stop at taxiway F. This caused us to stop sooner. Some moments after I first saw the C172 and I was satisfied we were going to stop; I questioned the tower controller 'who he was and why is he there.' after arriving at the gate I spoke; by phone; to the tower supervisor. I was told they would look into the matter and I responded I was going to report this through my channels.

Title: MD80 LNDG ELP RWY 22 OBSERVED A C172 ON THE RWY DOWNFIELD; UTILIZED INCREASED BRAKING.
Narrative: FO WAS WORKING A ROUTINE FLT; VISUAL APCH; AND LNDG TO RWY 22 IN ELP. JUST INTO THE ROLL; I GLANCED DOWN THE RWY AND SAW A SMALL PLANE LOCATED BTWN THE CTRLINE AND THE L SIDE LINE. I WAS FAR ENOUGH DOWN THE RWY I HAD TIME TO SAY 'GET THIS THING STOPPED THERE'S A PLANE ON THE RWY.' FO GREATLY INCREASED OUR BRAKING EFFORT. THE PLANE WAS AN ALL WHITE C172 AND WAS NOT VISIBLE DOWN THE FINAL. HE WAS AT TXWY M. AS WE APCHED TXWY M; WE WERE AT TAXI SPD AND HE HAD CLRED THE RWY. WE TAXIED TO THE GATE. OUR PLAN WAS TO COAST TO A STOP AT TXWY F. THIS CAUSED US TO STOP SOONER. SOME MOMENTS AFTER I FIRST SAW THE C172 AND I WAS SATISFIED WE WERE GOING TO STOP; I QUESTIONED THE TWR CTLR 'WHO HE WAS AND WHY IS HE THERE.' AFTER ARRIVING AT THE GATE I SPOKE; BY PHONE; TO THE TWR SUPVR. I WAS TOLD THEY WOULD LOOK INTO THE MATTER AND I RESPONDED I WAS GOING TO RPT THIS THROUGH MY CHANNELS.
