Narrative:
An aircraft called on the ground frequency. I heard only static. I asked if the aircraft calling on ground is at FBO; then taxi to runway 24 at taxiway H4. I then observed a C550 taxi to taxiway H and identified the aircraft. This is a long standing problem with all of the tower frequencys at this ramp. Several unsatisfactory condition reports and NASA reports have already been filed.

Title: BHM CTLR EXPRESSED CONCERN REGARDING RADIO COVERAGE FOR CERTAIN LOCATIONS ON THE ARPT.
Narrative: AN ACFT CALLED ON THE GND FREQ. I HEARD ONLY STATIC. I ASKED IF THE ACFT CALLING ON GND IS AT FBO; THEN TAXI TO RWY 24 AT TXWY H4. I THEN OBSERVED A C550 TAXI TO TXWY H AND IDENTIFIED THE ACFT. THIS IS A LONG STANDING PROBLEM WITH ALL OF THE TWR FREQS AT THIS RAMP. SEVERAL UNSATISFACTORY CONDITION RPTS AND NASA RPTS HAVE ALREADY BEEN FILED.
