Narrative:
In jan/06 I got assigned to close up the right wing outboard aileron underwing panels; a total of 3 panels. First thing I did; I went to quality assurance department office to get an ok to close the right wing area; then they told me that air carrier was already released from quality assurance to department; so I don't need an ok to close the panels. So; installed the 3 panels 661 MB; 661 rx; and 661 pound; then when I was signing off the item on the 3 panels; I noticed there was item for panel 661 qb was not signed off. So I went back and inspected and did a visual on the right wing for panel 661 qb from the ground. My finding was panel 661 qb was secured and intact. There was no screw bags hanging on the panel. It was flush on the airplane. So; I went back to work door and signed for the panel 661 qb. In the future; call automotive department to fix the manlifts. So I get up closer to the work area. I was never given a verbal or written turn-over that the panel 661 qb was partially installed there was no accurate verbal/written turn over from the supervisor/crew chief. There were 2 lifts that were red tags and the one I used it finally died down and you have to control if from the ground. So; I did the visual inspection from the ground because of that factor.

Title: A B767 WAS RELEASED FOR SVC AND OPERATED WITH A PARTIALLY INSTALLED UNDERWING AILERON ACCESS PANEL. PANEL WAS VIEWED FROM GND LEVEL.
Narrative: IN JAN/06 I GOT ASSIGNED TO CLOSE UP THE R WING OUTBOARD AILERON UNDERWING PANELS; A TOTAL OF 3 PANELS. FIRST THING I DID; I WENT TO QUALITY ASSURANCE DEPT OFFICE TO GET AN OK TO CLOSE THE R WING AREA; THEN THEY TOLD ME THAT ACR WAS ALREADY RELEASED FROM QUALITY ASSURANCE TO DEPT; SO I DON'T NEED AN OK TO CLOSE THE PANELS. SO; INSTALLED THE 3 PANELS 661 MB; 661 RX; AND 661 LB; THEN WHEN I WAS SIGNING OFF THE ITEM ON THE 3 PANELS; I NOTICED THERE WAS ITEM FOR PANEL 661 QB WAS NOT SIGNED OFF. SO I WENT BACK AND INSPECTED AND DID A VISUAL ON THE R WING FOR PANEL 661 QB FROM THE GND. MY FINDING WAS PANEL 661 QB WAS SECURED AND INTACT. THERE WAS NO SCREW BAGS HANGING ON THE PANEL. THERE WERE 2 LIFTS THAT WERE RED TAGS AND THE ONE I USED IT FINALLY DIED DOWN AND YOU HAVE TO CONTROL IF FROM THE GND. SO; I DID THE VISUAL INSPECTION FROM THE GND BECAUSE OF THAT FACTOR.
