Narrative:
I was notified aircraft had a #2 radio (VHF) inoperative; so I faxed amm 23-12-21 for reracking the transceiver. This was done and log page X was signed off and I issued a work order for 'dead radios.' log page X had a write-up reading '#2 ILS inoperative' and the signoff read 'reseated mmr ok for service. There was no CAT I downgrade performed. I do not recall talking about this; nor did I send a reference to the station.

Title: A B737-700 MAINT CTLR WAS ADVISED #2 VHF RADIO WAS INOP. SENT STATION DIRECTIONS FOR RERACKING TRANSCEIVER. ACTUAL RPT WAS #2 ILS INOP. UNIT WAS RERACKED AND CHKED OK. NO CAT I DOWNGRADE PERFORMED.
