Narrative:
Taxiway a is under construction; leaving a taxi area of under 37 ft available between intxns right and Q. Ground control offers an intersection departure at taxiway Q right before the construction zone when departing runway 34. This reduces the runway by 2000 ft. The renaming of the intxns occurred recently and govt/commercial chart company haven't updated their airport diagrams yet; so there is constant confusion on the parts of the controllers and pilots as to location and taxiing instructions. Cleared to position and hold; we turned the lights on; checked the finals and position; giving up very little runway. Cleared for takeoff; the client adds full power. I saw a cherokee pulling out onto the runway ahead of us. I said 'whoa; abort; abort' as my hand touched the throttle and our TCAS announced 'traffic; traffic!' the client had already initiated idle power and braking; so I didn't interfere. There was a moment of silence on the frequency before tower realized what was going on and issued instructions to the cherokee to stop then us. We'd already stopped by the time the tower canceled our takeoff clearance.

Narrative: TXWY A IS UNDER CONSTRUCTION; LEAVING A TAXI AREA OF UNDER 37 FT AVAILABLE BTWN INTXNS R AND Q.
