Narrative:

Flying on an IFR flight plan. Original flight plan was for 3 hours 22 mins with 41 gallons. Planned fuel to XXX which was VFR at departure and upon planned arrival time. Leaving 1 hour plus reserve. Heading and route changed en route by ZNY resulting in increased distance and stronger on nose headwind and into IMC. I asked ATC for lower altitude to 4000 ft to reduce headwind component and more fuel consumption. Advised ATC of 1 hour fuel remaining and wanted to land to refuel. ATC declared a fuel emergency. I landed without incident.
