Narrative:
An MEL had been placed on one of the seats in the aircraft because of an inoperative seatbelt. However; the flight was full; meaning that throughout the entire flight a passenger had been without the use of a seatbelt. All 3 crew members forgot that the MEL was in effect and the passenger did not say anything the entire flight. I assume the passenger made it appear that the seatbelt was being properly used so as to avoid being taken off the flight.

Title: FLT DECK AND CABIN CREW ALL FAIL TO REMEMBER A PAX SEAT MEL'ED FOR AN INOP SEATBELT. PAX BOARDED IN SEAT AND FLEW TO DEST.
Narrative: AN MEL HAD BEEN PLACED ON ONE OF THE SEATS IN THE ACFT BECAUSE OF AN INOP SEATBELT. HOWEVER; THE FLT WAS FULL; MEANING THAT THROUGHOUT THE ENTIRE FLT A PAX HAD BEEN WITHOUT THE USE OF A SEATBELT. ALL 3 CREW MEMBERS FORGOT THAT THE MEL WAS IN EFFECT AND THE PAX DID NOT SAY ANYTHING THE ENTIRE FLT. I ASSUME THE PAX MADE IT APPEAR THAT THE SEATBELT WAS BEING PROPERLY USED SO AS TO AVOID BEING TAKEN OFF THE FLT.
