Narrative:

Runway 9R closed for construction. Taxiway east closed west of runway 13 for construction. Runway 13 closed to arrs and departures. Runway 31 closed to arrs; available to departures prior to wind shift at XA00. Orange cones placed across departure end of runway 13 at taxiway east and personnel and equipment near and/or on departure end. ATIS advertised ILS; NDB; and GPS runway 9R approachs in use; sidestep to runway 9L. Landing and departing runway 9L. Runway 9R closed. Taxiway east closed west of runway 13. ATIS did not contain information regarding status of runway 13 for arrs or departures. Xb O'clock crew arrived. I briefed new ground controller on above. I started downstairs and heard local control south controller clear an aircraft to land on runway 13. I told local control south controller they could not do that and they had better check with the county. Response was no; they wanted aircraft on runway 13 and did not want to ask county in case answer was in the negative. The morning controller in charge observed this as well as controller working cabin attendant coordinator. I did not hear either say anything. I left the tower cabin attendant prior to the aircraft; which I believe was a BE55; landed on runway 13. At approximately xc O'clock; local control south controller self-reported to supervisor who responded; 'you can't do that.' my opinion is this was a bona fide operational error and it appears to have gone unrpted outside of tmb as required by FAA regulations.

I STARTED DOWNSTAIRS AND HEARD LCL CTL S CTLR CLR AN ACFT TO LAND ON RWY 13. I TOLD LCL CTL S CTLR THEY COULD NOT DO THAT AND THEY HAD BETTER CHK WITH THE COUNTY. RESPONSE WAS NO; THEY WANTED ACFT ON RWY 13 AND DID NOT WANT TO ASK COUNTY IN CASE ANSWER WAS IN THE NEGATIVE. THE MORNING CIC OBSERVED THIS AS WELL AS CTLR WORKING CAB COORDINATOR. I DID NOT HEAR EITHER SAY ANYTHING. I LEFT THE TWR CAB PRIOR TO THE ACFT; WHICH I BELIEVE WAS A BE55; LANDED ON RWY 13. AT APPROX XC O'CLOCK; LCL CTL S CTLR SELF-RPTED TO SUPVR WHO RESPONDED; 'YOU CAN'T DO THAT.' MY OPINION IS THIS WAS A BONA FIDE OPERROR AND IT APPEARS TO HAVE GONE UNRPTED OUTSIDE OF TMB AS REQUIRED BY FAA REGS.
