Narrative:

Flight plan release was 11392 pounds and the FOD was 3781 pounds. The fuel was as aboard which was 13000 pounds and was re-released at 13000 pounds. No additional fuel added but the question remains; why are there no red flags at dispatch? And the dispatcher argued that it is a legal release that FOD is at 3781 pounds and the fuel low level lights come on at 40000 pounds (2000 in either tank) on final approach and the QRH consulted for low fuel state. 'I'm all for saving fuel but this is a dangerous precedent and there should be safeguards in place to prevent this occurrence.
