Narrative:
Aircraft experienced a tailpipe fire on #1 engine. The starter had a sheared shaft; so the flight crew was unable to control the flames by motoring the engine (reference jet run-up handbook). Although undesirable due to the corrosive effects of the chemical agent used in a handheld fire extinguisher; I advised a ramp service man to use one to bring the flames under control.
