Narrative:
MU30 was issued a descent from 6000 ft to 5000 ft and cleared for an ILS runway 16R approach to vny. The aircraft started a normal descent but then leveled off at 5600 ft for about 30 seconds and conflicted with the P28R that was level at 6000 ft passing left to right. I was busy with approximately 6 aircraft on frequency and resequencing a lot because of aircraft performance characteristics. The supervisor was trying to assist; however he/she was constantly trying to get me to issue control instructions which; at the time; were contrary to FAA handbook 7110.65 and the plan I was working.
