Narrative:
I was vectored for a localizer D approach to see. My final clearance from approach control was a heading to intercept the localizer; maintain 5000 ft until established on the localizer; cleared for the localizer D approach to see. After I was established on the localizer; I rechked my approach plate to confirm my next stepdown crossing altitude. I read 2700 ft and started my descent. As I approached the first fix and 3000 ft; approach control asked if I had the airport visual; that I was about 1000 ft low. I answered not the airport but I did have some ground lights. Approach control asked if I could continue visual to the airport. I said no; and approach control then instructed me to climb to 5000 ft and turn left for vectors for another approach. I then complied and completed a successful approach and landing. When I check the approach plate; prior to my initial descent; I picked the altitude for the second fix 2700 ft to 'mt' departure and a few times while en route. I have flown this approach many times since it was first published; felt I knew it fairly well.

Title: C185F CESSNA PLT DSNDS BELOW THE MINIMUM XING ALT DURING A LOC APCH. THE CTLR QUERIES THE PLT AND A MISSED APCH IS EXECUTED.
Narrative: I WAS VECTORED FOR A LOC D APCH TO SEE. MY FINAL CLRNC FROM APCH CTL WAS A HDG TO INTERCEPT THE LOC; MAINTAIN 5000 FT UNTIL ESTABLISHED ON THE LOC; CLRED FOR THE LOC D APCH TO SEE. AFTER I WAS ESTABLISHED ON THE LOC; I RECHKED MY APCH PLATE TO CONFIRM MY NEXT STEPDOWN XING ALT. I READ 2700 FT AND STARTED MY DSCNT. AS I APCHED THE FIRST FIX AND 3000 FT; APCH CTL ASKED IF I HAD THE ARPT VISUAL; THAT I WAS ABOUT 1000 FT LOW. I ANSWERED NOT THE ARPT BUT I DID HAVE SOME GND LIGHTS. APCH CTL ASKED IF I COULD CONTINUE VISUAL TO THE ARPT. I SAID NO; AND APCH CTL THEN INSTRUCTED ME TO CLB TO 5000 FT AND TURN L FOR VECTORS FOR ANOTHER APCH. I THEN COMPLIED AND COMPLETED A SUCCESSFUL APCH AND LNDG. WHEN I CHK THE APCH PLATE; PRIOR TO MY INITIAL DSCNT; I PICKED THE ALT FOR THE SECOND FIX 2700 FT TO 'MT' DEP AND A FEW TIMES WHILE ENRTE. I HAVE FLOWN THIS APCH MANY TIMES SINCE IT WAS FIRST PUBLISHED; FELT I KNEW IT FAIRLY WELL.
