Narrative:

Passing through 10000 ft; I noticed a plume of smoke from the right circuit breaker panel. I xferred controls to the captain; and grabbed the flashlight to investigate. By the time I got the flashlight out; we could both distinctly smell something burning. The captain immediately declared an emergency while I briefed the company and the local operations department on communication #2. We began a rapid descent; and were on the ground in less than 8 mins. The firemen inspected the aircraft on the high speed taxiway; and recommended deplaning on the taxiway into the mobile lounge. No passenger or crew injured -- only a couple passenger very upset and scared. No further incident.

Title: BE19 EXPERIENCES INFLT SMOKE AND POSSIBLE FIRE DURING CLBOUT. DECLARE EMER AND RETURN TO LAND.

Narrative: PASSING THROUGH 10000 FT; I NOTICED A PLUME OF SMOKE FROM THE R CIRCUIT BREAKER PANEL. I XFERRED CTLS TO THE CAPT; AND GRABBED THE FLASHLIGHT TO INVESTIGATE. BY THE TIME I GOT THE FLASHLIGHT OUT; WE COULD BOTH DISTINCTLY SMELL SOMETHING BURNING. THE CAPT IMMEDIATELY DECLARED AN EMER WHILE I BRIEFED THE COMPANY AND THE LCL OPS DEPT ON COM #2. WE BEGAN A RAPID DSCNT; AND WERE ON THE GND IN LESS THAN 8 MINS. THE FIREMEN INSPECTED THE ACFT ON THE HIGH SPD TXWY; AND RECOMMENDED DEPLANING ON THE TXWY INTO THE MOBILE LOUNGE. NO PAX OR CREW INJURED -- ONLY A COUPLE PAX VERY UPSET AND SCARED. NO FURTHER INCIDENT.
