Narrative:
An H25B departed on an las 3 departure. Tower launched air carrier X 2 mi behind him; off same runway (runway 25R); no visual separation applied between aircraft. Since the H25B was on a classic SID he turned wide; and air carrier X cut him off. I climbed and turned the H25B in order to get some sort of separation; but did not get them pried apart until well southwest of the field. This is about the 3RD or 4TH time tower has launched aircraft without IFR or visual separation in the past 2 days. The operations manager watched the playback with me. He called the tower later and threatened to 'start decertifying' people if they did not properly apply visual separation. How these are not classified as operrors is beyond me.

Title: L30 CTLR EXPRESSED CONCERN REGARDING TWR'S DEP SEPARATION PROC; NO OPERROR RECORDED.
Narrative: AN H25B DEPARTED ON AN LAS 3 DEP. TWR LAUNCHED ACR X 2 MI BEHIND HIM; OFF SAME RWY (RWY 25R); NO VISUAL SEPARATION APPLIED BTWN ACFT. SINCE THE H25B WAS ON A CLASSIC SID HE TURNED WIDE; AND ACR X CUT HIM OFF. I CLBED AND TURNED THE H25B IN ORDER TO GET SOME SORT OF SEPARATION; BUT DID NOT GET THEM PRIED APART UNTIL WELL SW OF THE FIELD. THIS IS ABOUT THE 3RD OR 4TH TIME TWR HAS LAUNCHED ACFT WITHOUT IFR OR VISUAL SEPARATION IN THE PAST 2 DAYS. THE OPS MGR WATCHED THE PLAYBACK WITH ME. HE CALLED THE TWR LATER AND THREATENED TO 'START DECERTIFYING' PEOPLE IF THEY DID NOT PROPERLY APPLY VISUAL SEPARATION. HOW THESE ARE NOT CLASSIFIED AS OPERRORS IS BEYOND ME.
