Narrative:
This is an equipment problem that directly affects the safety of aircraft. ZMP; sector 12 frequency located at pelliston; mi; has been failing at regular and random intervals with no warning (e.g.; noise; background; or tone) for more than a year. This has had a dramatic effect on the sector. We continue to put this frequency back in service time and again. This frequency (132.42) needs to be decertified for ATC use before an error or accident occurs.

Title: ZMP CTLR EXPRESSED CONCERN REGARDING FAILURES; NOISE AND BACKGROUND TONES ON A SECTOR FREQ THAT HAS CONTINUED FOR MORE THAN A YEAR.
Narrative: THIS IS AN EQUIP PROB THAT DIRECTLY AFFECTS THE SAFETY OF ACFT. ZMP; SECTOR 12 FREQ LOCATED AT PELLISTON; MI; HAS BEEN FAILING AT REGULAR AND RANDOM INTERVALS WITH NO WARNING (E.G.; NOISE; BACKGROUND; OR TONE) FOR MORE THAN A YEAR.
