Narrative:
A deferral was issued to inspect seat passenger service units for obstruction to prevent masks from dropping. I dropped passenger service units as per deferral at 1 inch and did not see any discrepancies. Read engineering change order and discussed situation with supervisor. Deferral instructions were different than engineering change order that was issued. Engineering change order should have been issued instead of deferral. Engineering change order says to fully drop passenger service unit door. Deferral says drop minimum of 1 inch.

Title: A B767 HAD 2 SEPARATE PROCS FOR TESTING THE PAX SVC UNIT OXYGEN MASK DEPLOYMENT. ONE PROC DROP TESTS THE DOOR 1 INCH. OTHER TEST DROPS DOOR FULLY OPEN. TECHNICIAN RPTS DOOR FULLY OPEN IS THE BETTER TEST.
Narrative: A DEFERRAL WAS ISSUED TO INSPECT SEAT PAX SVC UNITS FOR OBSTRUCTION TO PREVENT MASKS FROM DROPPING. I DROPPED PAX SVC UNITS AS PER DEFERRAL AT 1 INCH AND DID NOT SEE ANY DISCREPANCIES. READ ENGINEERING CHANGE ORDER AND DISCUSSED SITUATION WITH SUPVR. DEFERRAL INSTRUCTIONS WERE DIFFERENT THAN ENGINEERING CHANGE ORDER THAT WAS ISSUED. ENGINEERING CHANGE ORDER SHOULD HAVE BEEN ISSUED INSTEAD OF DEFERRAL. ENGINEERING CHANGE ORDER SAYS TO FULLY DROP PAX SVC UNIT DOOR. DEFERRAL SAYS DROP MINIMUM OF 1 INCH.
