Narrative:

Aircraft #1 had completed a touch-and-go landing on runway 25L; and was on the upwind leg when the pilot reported an aircraft in sight on the runway. At the time of this report; I was working local control south and my scan was at the approach end of runway 25L. I immediately redirected my scan to the departure end of runway 25L and observed aircraft #1 on the upwind leg and aircraft #2 taxiing at a high rate of speed in the non-paved area between runway 25L and taxiway C. Aircraft #2 continued taxiing and crossed taxiway C then stopping on the ramp. Aircraft #2; apparently unfamiliar; disoriented and talking to the local north controller; had landed opposite direction on runway 7R.

Title: DVT LCL CTLR DESCRIBED INCIDENT WHEN ACFT; ON ANOTHER TWR FREQ; LANDED ON RWY 7R WHEN ACTIVE RWY WAS RWY 25L AND TFC HAD JUST DEPARTED.

Narrative: ACFT #1 HAD COMPLETED A TOUCH-AND-GO LNDG ON RWY 25L; AND WAS ON THE UPWIND LEG WHEN THE PLT RPTED AN ACFT IN SIGHT ON THE RWY. AT THE TIME OF THIS RPT; I WAS WORKING LCL CTL S AND MY SCAN WAS AT THE APCH END OF RWY 25L. I IMMEDIATELY REDIRECTED MY SCAN TO THE DEP END OF RWY 25L AND OBSERVED ACFT #1 ON THE UPWIND LEG AND ACFT #2 TAXIING AT A HIGH RATE OF SPD IN THE NON-PAVED AREA BTWN RWY 25L AND TXWY C. ACFT #2 CONTINUED TAXIING AND CROSSED TXWY C THEN STOPPING ON THE RAMP. ACFT #2; APPARENTLY UNFAMILIAR; DISORIENTED AND TALKING TO THE LCL N CTLR; HAD LANDED OPPOSITE DIRECTION ON RWY 7R.
