Narrative:
Climbing out under the final approach for runway 19R at las; our aircraft had not been given TA by tower although helicopter local controller was aware and helicopter we were later told 'had us in sight.' we responded to the RA and flew overhead the runway and were vectored for a second visual approach. Landed uneventfully the second try. Tower supervisor called us and apologized -- wanted to know if we intended to file a report; etc. He seemed aware that the heavy rotary operation in close proximity to las was a problem but he seemed unable to improve or intervene due to strong political support of the rotary activity.

Title: GULFSTREAM 450 FLT CREW RECEIVES A TCAS RA DURING FINAL APCH TO RWY 19R AT LAS; EXECUTES A GAR AND LANDS WITHOUT FURTHER INCIDENTS.
Narrative: CLBING OUT UNDER THE FINAL APCH FOR RWY 19R AT LAS; OUR ACFT HAD NOT BEEN GIVEN TA BY TWR ALTHOUGH HELI LCL CTLR WAS AWARE AND HELI WE WERE LATER TOLD 'HAD US IN SIGHT.' WE RESPONDED TO THE RA AND FLEW OVERHEAD THE RWY AND WERE VECTORED FOR A SECOND VISUAL APCH. LANDED UNEVENTFULLY THE SECOND TRY. TWR SUPVR CALLED US AND APOLOGIZED -- WANTED TO KNOW IF WE INTENDED TO FILE A RPT; ETC. HE SEEMED AWARE THAT THE HVY ROTARY OP IN CLOSE PROX TO LAS WAS A PROB BUT HE SEEMED UNABLE TO IMPROVE OR INTERVENE DUE TO STRONG POLITICAL SUPPORT OF THE ROTARY ACTIVITY.
