Narrative:

King air called ready flight runway 9L. I instructed him to hold short and he read it back. I had 1 rolling out and another on final. Plus 1 landing another runway. I gave instructions to the aircraft rolling out and then aircraft X called ready again. I began to tell him to hold short again and saw him on the runway so mid sentence I cleared him for takeoff knowing it would probably take longer to taxi him off the runway. He was airborne and turned before the B737 on final reached the runway end. Even though the pilot read the instructions back I believe language was an issue in this situation.

Title: PBI LCL CTLR DESCRIBED INCIDENT AS ACFT WAS TOLD TO HOLD SHORT BUT ENTERED RWY WITH TFC ON FINAL; TKOF CLRNC ISSUED AND COMPLETED PRIOR TO ARR LNDG.

Narrative: KING AIR CALLED READY FLT RWY 9L. I INSTRUCTED HIM TO HOLD SHORT AND HE READ IT BACK. I HAD 1 ROLLING OUT AND ANOTHER ON FINAL. PLUS 1 LNDG ANOTHER RWY. I GAVE INSTRUCTIONS TO THE ACFT ROLLING OUT AND THEN ACFT X CALLED READY AGAIN. I BEGAN TO TELL HIM TO HOLD SHORT AGAIN AND SAW HIM ON THE RWY SO MID SENTENCE I CLRED HIM FOR TKOF KNOWING IT WOULD PROBABLY TAKE LONGER TO TAXI HIM OFF THE RWY. HE WAS AIRBORNE AND TURNED BEFORE THE B737 ON FINAL REACHED THE RWY END. EVEN THOUGH THE PLT READ THE INSTRUCTIONS BACK I BELIEVE LANGUAGE WAS AN ISSUE IN THIS SIT.
