Narrative:
The APU generator was deferred on our APU and we requested one in range. Upon arrival at gate; the ramper attempted to hook up external power from the jetway to the airplane. The jetway external power; however; did not work. During this time; the other rampers started unloading baggage; in spite of the fact that the #2 engine was running and the beacon was on. It took approximately 20 mins for a gpu to be brought to the airplane. In addition to the rampers unloading the baggage; the fueler also tried to hook up to the airplane. What is really disturbing is that it was nighttime and the beacon was on and he was unaware of it. I was able to stop him before he connected to the airplane; however; he admitted that he didn't notice that both the #2 engine and the beacon were on. Both the rampers and the fuelers demonstrated a lack of awareness of our need for a gpu and the procedures associated with our situation.

Title: EMB145 FLT CREW WHILE PARKED AT THE GATE WITH THE #2 ENG RUNNING HAS THE RAMP PERSONNEL ATTEMPT TO FUEL THE ACFT AND UNLOAD BAGGAGE AT PHL.
Narrative: THE APU GENERATOR WAS DEFERRED ON OUR APU AND WE REQUESTED ONE IN RANGE. UPON ARR AT GATE; THE RAMPER ATTEMPTED TO HOOK UP EXTERNAL PWR FROM THE JETWAY TO THE AIRPLANE. THE JETWAY EXTERNAL PWR; HOWEVER; DID NOT WORK. DURING THIS TIME; THE OTHER RAMPERS STARTED UNLOADING BAGGAGE; IN SPITE OF THE FACT THAT THE #2 ENG WAS RUNNING AND THE BEACON WAS ON. IT TOOK APPROX 20 MINS FOR A GPU TO BE BROUGHT TO THE AIRPLANE. IN ADDITION TO THE RAMPERS UNLOADING THE BAGGAGE; THE FUELER ALSO TRIED TO HOOK UP TO THE AIRPLANE. WHAT IS REALLY DISTURBING IS THAT IT WAS NIGHTTIME AND THE BEACON WAS ON AND HE WAS UNAWARE OF IT. I WAS ABLE TO STOP HIM BEFORE HE CONNECTED TO THE AIRPLANE; HOWEVER; HE ADMITTED THAT HE DIDN'T NOTICE THAT BOTH THE #2 ENG AND THE BEACON WERE ON.
