Narrative:
Leaving from the old town seaplane base in river; I was on my way to medway; me. The winds were calm in the river and I planned to depart to north. At about 600-800 ft; I realized I left my cell phone at the FBO. I turned the aircraft back around and was lined up the bend in the river. While maneuvering the aircraft away from the bend in river; right float touched the water then dragged the wingtip down resulting in submerging the aircraft.
