Narrative:

All passenger and bags were loaded and we pushed back. We were at 35274 (maximum zero fuel weight). The ramper signaled to start engines; both engines were started. The ramper said he had one more bag to put on; I responded that we could not take any more bags because we were at our zero fuel weight. He said they were putting one more bag on; again I responded we could not take any more. At this time we got an EICAS message that the bag door opened. I immediately shut down the #1 engine; and called operations because the ramper would not listen. Operations inquired if they put too much fuel on and I stated no it was zero fuel weight and the bag cannot go. The door message showed the door was shut and I verified from the ramper that the bag was not placed in the cargo bin. We completed our round trip and when we landed back in mco I discussed what transpired with the ramp supervisor. He acknowledged they should not have opened the door with the #1 engine running and that he will explain to the ramp personnel that the flight crew has the final authority.
