Narrative:
We departed pne; runway 6. ATC turned us south; then southwest for several mi. Before we took off; there was a bit of a delay departure pne which never helped this situation. By the time we got turned toward bdl we burned more fuel than planned. When I checked on with ZNY I told him our altitude at and climbing to; and our last clearance and advised we could be minimum fuel. He responded with a whole lot of attitude; 'understand you're declaring emergency fuel;' and I responded 'negative; we could be minimum fuel;' and he responded 'you are or are not declaring minimum fuel?' there was a pause and he came back and said 'you just took off and you're declaring minimum fuel? Are you; or are you not?' I responded 'if we are delayed!' (pause) and he said 'say fuel in hours and mins.' I said 'stand by.' I did the best calculation that I could and told him 1 hour 45 mins; and our ete at that time was showing 24 mins. When he handed me off to ZBW; he said in a sarcastic tone 'contact ZBW on (frequency) and I have advised them of your fuel situation.'

Narrative: WE DEPARTED PNE; RWY 6. ATC TURNED US S; THEN SW FOR SEVERAL MI. BEFORE WE TOOK OFF; THERE WAS A BIT OF A DELAY DEP PNE WHICH NEVER HELPED THIS SITUATION. BY THE TIME WE GOT TURNED TOWARD BDL WE BURNED MORE FUEL THAN PLANNED. WHEN I CHKED ON WITH ZNY I TOLD HIM OUR ALT AT AND CLBING TO; AND OUR LAST CLRNC AND ADVISED WE COULD BE MINIMUM FUEL. HE RESPONDED WITH A WHOLE LOT OF ATTITUDE; 'UNDERSTAND YOU'RE DECLARING EMER FUEL;' AND I RESPONDED 'NEGATIVE; WE COULD BE MINIMUM FUEL;' AND HE RESPONDED 'YOU ARE OR ARE NOT DECLARING MINIMUM FUEL?' THERE WAS A PAUSE AND HE CAME BACK AND SAID 'YOU JUST TOOK OFF AND YOU'RE DECLARING MINIMUM FUEL? ARE YOU; OR ARE YOU NOT?' I RESPONDED 'IF WE ARE DELAYED!'
