Narrative:

Jetway wouldn't work when we parked. During the 15 mins that it took to fix the jetway; fueler began fueling. When I noticed the unsafe action; I called operations and was told it was ok since the flight was 2 hours late. I asked them again to stop the fueling but was again told it would slow down the quick turn. The jetway got put on the aircraft and the door was opened. I spoke to the ramp supervisor who explained the fuelers are contract and he'll try to correct him in the future. I was promised a company e-mail but haven't heard from anyone.

Title: A320 PLT IS CONCERNED THAT ACFT IS FUELED PRIOR TO THE JETWAY BEING AT THE ACFT AND THE DOORS BEING DISARMED.

Narrative: JETWAY WOULDN'T WORK WHEN WE PARKED. DURING THE 15 MINS THAT IT TOOK TO FIX THE JETWAY; FUELER BEGAN FUELING. WHEN I NOTICED THE UNSAFE ACTION; I CALLED OPS AND WAS TOLD IT WAS OK SINCE THE FLT WAS 2 HRS LATE. I ASKED THEM AGAIN TO STOP THE FUELING BUT WAS AGAIN TOLD IT WOULD SLOW DOWN THE QUICK TURN. THE JETWAY GOT PUT ON THE ACFT AND THE DOOR WAS OPENED. I SPOKE TO THE RAMP SUPVR WHO EXPLAINED THE FUELERS ARE CONTRACT AND HE'LL TRY TO CORRECT HIM IN THE FUTURE. I WAS PROMISED A COMPANY E-MAIL BUT HAVEN'T HEARD FROM ANYONE.
