Narrative:

The aircraft came into my sector; 411; descending to FL250. The previous controller advised that the aircraft's engine had flamed out and was descending to FL250 to attempt a restart. The aircraft came over to my frequency and advised they were attempting a restart and if they could not they wanted to land closer than their destination; which was hou. I advised them to keep me advised. I told my supervisor; and they informed me that they knew about the aircraft. After 5 more mins; I again asked the aircraft of their status. The aircraft said 'that they could not restart the engine and needed to land now at the nearest airport.' there were thunderstorms; level 5-6; through the area and the aircraft was in heavy precipitation. I informed the aircraft that pns; vps; and pfn were the closest. The aircraft decided to go to pfn; and I informed him that the WX was VFR at the airport with light wind. The pilot seemed relieved. I vectored the aircraft towards pfn and started the inbound emergency. The supervisor then asked me if I heard the aircraft declare and emergency. I said 'no; but I am declaring one for him.' the supervisor then called the front desk supervisor. She then said that if the pilot did not declare an emergency that they were just going to call it a precautionary landing. I objected and said that I declared the emergency for him. I called tyndall approach back and still requested a down time for the aircraft. The aircraft landed without incident after completing an ILS approach to runway 14 at pfn. No paperwork was filed by management.

Title: LR25 HAS AN ENG OUTAGE AND DIVERTS TO A CLOSER ARPT. ZJX CTLR PROVIDES FLT ASSIST AND ATTEMPTS TO DECLARE EMER. THE ACFT LANDED SAFELY.

Narrative: THE ACFT CAME INTO MY SECTOR; 411; DSNDING TO FL250. THE PREVIOUS CTLR ADVISED THAT THE ACFT'S ENG HAD FLAMED OUT AND WAS DSNDING TO FL250 TO ATTEMPT A RESTART. THE ACFT CAME OVER TO MY FREQ AND ADVISED THEY WERE ATTEMPTING A RESTART AND IF THEY COULD NOT THEY WANTED TO LAND CLOSER THAN THEIR DEST; WHICH WAS HOU. I ADVISED THEM TO KEEP ME ADVISED. I TOLD MY SUPVR; AND THEY INFORMED ME THAT THEY KNEW ABOUT THE ACFT. AFTER 5 MORE MINS; I AGAIN ASKED THE ACFT OF THEIR STATUS. THE ACFT SAID 'THAT THEY COULD NOT RESTART THE ENG AND NEEDED TO LAND NOW AT THE NEAREST ARPT.' THERE WERE TSTMS; LEVEL 5-6; THROUGH THE AREA AND THE ACFT WAS IN HVY PRECIP. I INFORMED THE ACFT THAT PNS; VPS; AND PFN WERE THE CLOSEST. THE ACFT DECIDED TO GO TO PFN; AND I INFORMED HIM THAT THE WX WAS VFR AT THE ARPT WITH LIGHT WIND. THE PLT SEEMED RELIEVED. I VECTORED THE ACFT TOWARDS PFN AND STARTED THE INBOUND EMER. THE SUPVR THEN ASKED ME IF I HEARD THE ACFT DECLARE AND EMER. I SAID 'NO; BUT I AM DECLARING ONE FOR HIM.' THE SUPVR THEN CALLED THE FRONT DESK SUPVR. SHE THEN SAID THAT IF THE PLT DID NOT DECLARE AN EMER THAT THEY WERE JUST GOING TO CALL IT A PRECAUTIONARY LNDG. I OBJECTED AND SAID THAT I DECLARED THE EMER FOR HIM. I CALLED TYNDALL APCH BACK AND STILL REQUESTED A DOWN TIME FOR THE ACFT. THE ACFT LANDED WITHOUT INCIDENT AFTER COMPLETING AN ILS APCH TO RWY 14 AT PFN. NO PAPERWORK WAS FILED BY MGMNT.
