Narrative:
This flight was dispatched with the following MEL (captain and first officer RA display system inoperative -- 3345D) which is a non-dispatch item. Approximately 10 mins prior to landing; the maintenance controller called me to notify me that this was incorrectly deferred and that it should be deferred as a dispatch item which makes the TCAS system totally inoperative. Furthermore; the maintenance controller asked for my last name to defer this item to help correct or hide the fact that it was incorrectly deferred. Incorrect deferrals are not getting the attention they need. If you have any questions regarding intent; just pull the tapes.

Title: A DISPATCHER RPTS A B777 WAS DISPATCHED WITH THE TFC COLLISION AVOIDANCE SYS INOP; A NON DISPATCH ITEM.
Narrative: THIS FLT WAS DISPATCHED WITH THE FOLLOWING MEL (CAPT AND FO RA DISPLAY SYS INOP -- 3345D) WHICH IS A NON-DISPATCH ITEM. APPROX 10 MINS PRIOR TO LNDG; THE MAINT CTLR CALLED ME TO NOTIFY ME THAT THIS WAS INCORRECTLY DEFERRED AND THAT IT SHOULD BE DEFERRED AS A DISPATCH ITEM WHICH MAKES THE TCAS SYS TOTALLY INOP. FURTHERMORE; THE MAINT CTLR ASKED FOR MY LAST NAME TO DEFER THIS ITEM TO HELP CORRECT OR HIDE THE FACT THAT IT WAS INCORRECTLY DEFERRED. INCORRECT DEFERRALS ARE NOT GETTING THE ATTN THEY NEED.
