Narrative:

There has been a chronic ongoing problem with the atlantic city ATC tower ASR 9 radar system. The problem includes alpha numeric tags going into coast and eventually dropping off targets; mode C readouts disappearing; and aircraft going into conflict alert with themselves. The problem has existed for an extended period and was cited as a contributing factor in a recent operational deviation. If this unsafe condition is allowed to continue; it will contribute to more than an operational deviation. An unsafe condition report FAA form 1800-1 was filed in early 2006. A previous ucr was filed in 2004 for the same condition.
