Narrative:
Air carrier X was climbing to 11000 ft nebound from cle. These aircraft are handed off from cle approach to the yng sector at ZOB. Youngstown (yng) then climbs aircraft to requested altitude and hand aircraft off to windsor (yqg) sector at ZOB. I was working yqg when this incident occurred. Air carrier X checked on my frequency climbing to 11000 ft. I back-coordination with yng to verify I had control to climb aircraft and also verified cle approach had relinquished control for climb. Yng confirmed I had control and I climbed air carrier X to 15000 ft. I had other control problems with cle arrs and then noticed the conflict alert activate between air carrier X and air carrier Y. Air carrier Y data block show 11000 ft climbing to FL230 and had about 6 mi between aircraft and 200+ KTS overtake. After clearing traffic confliction over himez intersection; I looked back at confliction and saw air carrier X at about 11600 ft and air carrier Y about same altitude and now less than 5 mi. I advised air carrier X to stop climb and level at nearest altitude. He said he would stop at 12000 ft. I then saw air carrier X at 11800 ft and air carrier Y at 11900 ft and about 2 mi. I instructed air carrier X to stop climb and descend back to 11000 ft. I think closest proximity was about 1.5 mi and 100 ft. A large factor was confusion between yng sector and cle approach concerning new mase airspace and lack of communication between facilities. As air carrier X descend; he descended back into cle approach without coordination from myself or 'right' associate.

Narrative: ACR X WAS CLBING TO 11000 FT NEBOUND FROM CLE. THESE ACFT ARE HANDED OFF FROM CLE APCH TO THE YNG SECTOR AT ZOB. I ADVISED ACR X TO STOP CLB AND LEVEL AT NEAREST ALT. HE SAID HE WOULD STOP AT 12000 FT. I THEN SAW ACR X AT 11800 FT AND ACR Y AT 11900 FT AND ABOUT 2 MI. I INSTRUCTED ACR X TO STOP CLB AND DSND BACK TO 11000 FT. I THINK CLOSEST PROX WAS ABOUT 1.5 MI AND 100 FT.
