Narrative:
The passenger agent gave us a count that was crossed off and a different number written on the manifest. I asked him which of the 2 it was. The 3/98 by the computer or 4/87 that he wrote on the paper. The agent said the one he wrote. I asked if it would be entered for load planning and he said yes. We received final weights of 4/97. We asked the flight attendants to do a count and came up with 8/95. These numbers are so far off that it should be a safety concern. If the wrong agent count matched the load planning count; as it would have here; if the passenger agent hadn't adjusted his count; we would have never known of the extra passenger; are we going to have the count delivered right or do we as capts need to start having the flight attendants count to ensure we have the proper weights? This is not uncommon that the passenger agent gives us a hand written count or no count at all and even if it's passed by the flight attendant off the manifest; the manifests have been inaccurate.

Narrative: THE PAX AGENT GAVE US A COUNT THAT WAS CROSSED OFF AND A DIFFERENT NUMBER WRITTEN ON THE MANIFEST. I ASKED HIM WHICH OF THE 2 IT WAS. WE ASKED THE FLT ATTENDANTS TO DO A COUNT AND CAME UP WITH 8/95. THESE NUMBERS ARE SO FAR OFF THAT IT SHOULD BE A SAFETY CONCERN. IF THE WRONG AGENT COUNT MATCHED THE LOAD PLANNING COUNT; AS IT WOULD HAVE HERE; IF THE PAX AGENT HADN'T ADJUSTED HIS COUNT; WE WOULD HAVE NEVER KNOWN OF THE EXTRA PAX; ARE WE GOING TO HAVE THE COUNT DELIVERED RIGHT OR DO WE AS CAPTS NEED TO START HAVING THE FLT ATTENDANTS COUNT TO ENSURE WE HAVE THE PROPER WTS? THIS IS NOT UNCOMMON THAT THE PAX AGENT GIVES US A HAND WRITTEN COUNT OR NO COUNT AT ALL AND EVEN IF IT'S PASSED BY THE FLT ATTENDANT OFF THE MANIFEST; THE MANIFESTS HAVE BEEN INACCURATE.
